Build web pages with technologies which are endorsed by the World Wide Web Consortium (W3C) and are capable of delivering the functionality you require to implement a user requirement. Work with the most recent specification of whatever W3C technology you choose for a particular development.
Rationale
The World Wide Web Consortium (W3C) is an independent, international body that creates Internet and programming language standards, including the WAI guidelines, of which this is one. Its recommendations and standards are highly regarded.
W3C technologies include standardised versions of HTML, XML, style sheets, multimedia and many other technologies. They are non-proprietary, which means that they are more likely to be usable across a wide variety of browsers and user agents.
If non-W3C technologies are used, the user may be required to download or use plug-ins or stand-alone applications which are not always accessible. Also, W3C technologies are continually reviewed for accessibility. By using a W3C technology, you are more likely to embed accessibility in your website. The latest versions of W3C technologies include many features which will improve accessibility, though not necessarily immediately. These features are built into W3C technologies on the assumption that newer browsers and other user agents will be able to take advantage of them. Using these features will not adversely affect the performance of a site in older browsers and user agents, provided they are properly implemented. Including such features in current web development projects will help ensure that the site is "future-proofed".
